From Inception to Independence: Posterity Global's Procurement Journey with CDPS
Date: 2020-2025
The Centre for Digital Public Services (CDPS), an organisation wholly owned by the Welsh Government and dedicated to enhancing digital public service delivery, recognised a critical need for digital transformation from its inception. Whilst keenly aware of the importance of user-centricity, efficiency, and inclusivity, CDPS initially faced a significant challenge: a lack of in-house expertise and resources to effectively manage procurement and commercial activities – a gap presenting a key opportunity for strategic partnership.
Posterity Global partnered with CDPS to deliver a comprehensive and tailored approach to their procurement activities, directly addressing the organisation's specific constraints and strategic objectives. A foundational element of our engagement involved developing CDPS's first dedicated procurement policy and robust governance processes, ensuring all subsequent tender processes adhered rigorously to relevant legal legislation. Our methodology prioritised a deep understanding of end-user needs, ensuring a seamless and consistent experience across all service delivery channels. This was achieved through the application of agile principles to the procurement process, fostering flexibility and responsiveness.
A key element of our collaboration involved supporting CDPS in establishing meaningful dialogue with their target market to clearly articulate service needs and actively solicit feedback from existing and potential suppliers. This ensured that public funds were strategically directed towards solutions demonstrably relevant and valuable to citizens. Robust market research, informed by current industry trends, underpinned procurement decisions.
Posterity Global further supported CDPS in adopting a structured and comprehensive approach to commercial lifecycle management. This encompassed the full spectrum of activities, including strategic pre-procurement planning, efficient procurement execution, and proactive post-procurement management, delivering end-to-end advice and support across supplier management, contract mobilisation, and ongoing contract administration. Furthermore, we designed and delivered a comprehensive training program for CDPS's first commercial recruit, ensuring effective knowledge transfer and empowering the organisation to build internal capability in this critical area.
Posterity Global embedded a culture of continuous improvement within CDPS by facilitating regular reviews of procurement activities, proactively identifying areas for enhancement, and ensuring agility in adapting to evolving regulatory frameworks and industry best practices. Our collaborative approach with CDPS was characterised by strategic alignment with overarching government objectives, a strong user-centric focus, active stakeholder engagement, internal capacity building – significantly enhanced by the successful training of their first commercial professional – a spirit of true partnership, a commitment to continuous improvement, and rigorous compliance. This ultimately supported CDPS in delivering digital public services that were demonstrably simpler, faster, and more inclusive for the citizens of Wales, laying the groundwork for their increasingly independent operation without the need for deep ongoing reliance on outsourced services.
