Background

In 2022, Welsh Government carried out a discovery exercise to better understand what support was needed for procurement professionals in Wales. The findings led to the creation of a ‘Procurement Centre of Excellence’ with a focus on reimagining the procurement profession in Wales and its role in policy delivery to create better outcomes for current and future generations.

Working with our partners, Perago, the initial focus (Alpha Phase) was on supporting the achievement of Net Zero and advancing sustainable development. This was and remains  a priority for Wales and the climate emergency we face. During the Alpha phase,  we established a community of stakeholders who contributed to the development of the Procurement Centre of Excellence. The Alpha also leveraged digital tools, such as a dedicated website and social media platforms, to drive a collaborative and forward-thinking approach to sustainable procurement.

Approach

During the Alpha phase, we established the new brand name (“Cyd”) and branding, created a platform for the Cyd community (including Welsh Local Government, Health Wales, ALBs and others) and established a website. The Cyd website provides a space for the procurement professionals in Wales to share best practice, and provides them with information on key developments such as Procurement Reform. Our approach was aligned with Welsh Language requirements and the Welsh Government’s GEL standards.

Value Delivered

We successfully delivered against the objectives of the project, supporting the recommendations of the Procuring Well-Being in Wales report written by the Future Generations Office of Wales.

Over the course of the project we:

  • Established the first of its kind Cyd service in Wales, in the form of a website which provides key information for the procurement community on procurement reform, policy and good practice.
  • Established the Cydrannu series of webinars, where national and international experts are invited to share their approaches to procurement problems and provide good practice examples to Welsh professionals.
  • Built a community of practice across Wales which brings stakeholders together to share best practice and collaborate on innovative solutions to common challenges.
  • Presented our work at the Procurex Wales.

Canolfan Ragoriaeth Caffael Cymru - Cyd

Cefndir

Yn 2022, cynhaliodd Llywodraeth Cymru ymarfer darganfod i ddeall yn well pa gymorth oedd ei angen ar gyfer gweithwyr proffesiynol ym maes caffael yng Nghymru. Arweiniodd y canfyddiadau at greu ‘Canolfan Ragoriaeth Caffael’, gyda ffocws ar ail-ddychmygu'r proffesiwn caffael yng Nghymru a'i rôl ym maes polisi i greu gwell canlyniadau ar gyfer cenedlaethau'r presennol a chenedlaethau'r dyfodol.

Gan weithio gyda’n partneriaid, Perago, roedd y ffocws cychwynnol (Cyfnod Alpha) ar gefnogi’r gwaith o gyflawni Sero Net a hyrwyddo datblygiadau cynaliadwy. Roedd hyn yn flaenoriaeth i Gymru a’r argyfwng hinsawdd a wynebwn, ac mae’n parhau i fod felly. Yn ystod y cyfnod Alpha, fe wnaethom sefydlu cymuned o randdeiliaid a gyfrannodd at ddatblygu’r Ganolfan Ragoriaeth Caffael. Fe wnaethom hefyd ddefnyddio offer digidol, fel llwyfannau cyfryngau cymdeithasol a gwefan bwrpasol, i sbarduno dull cydweithredol a blaengar o gaffael cynaliadwy.

Dull gweithredu

Yn ystod y cyfnod Alpha, fe wnaethom lunio enw a brand newydd (“Cyd”), creu llwyfan ar gyfer cymuned Cyd (gan gynnwys Llywodraeth Leol Cymru, Iechyd Cymru, Cyrff Hyd Braich, ac eraill) a chreu gwefan. Mae gwefan Cyd yn rhoi lle i’r gweithwyr caffael proffesiynol yng Nghymru rannu arferion gorau, ac yn rhoi gwybodaeth iddynt am ddatblygiadau allweddol, fel Diwygio Caffael. Roedd ein dull gweithredu yn cyd-fynd â safonau GEL Llywodraeth Cymru a safonau’r Gymraeg.

Y Gwerth a Gyflawnwyd

Fe wnaethom lwyddo i gyflawni amcanion y prosiect, gan gefnogi argymhellion yr adroddiad Caffael Llesiant yng Nghymru a ysgrifennwyd gan Swyddfa Cenedlaethau’r Dyfodol.

Yn ystod y prosiect, rydym wedi:

  • Sefydlu’r gwasanaeth Cyd, y cyntaf o’i fath erioed yng Nghymru, ar ffurf gwefan sy’n darparu gwybodaeth allweddol i’r gymuned gaffael ar bolisi, arfer da a diwygio caffael.
  • Sefydlu cyfres o weminarau Cydrannu, sy’n gwahodd arbenigwyr cenedlaethol a rhyngwladol i siarad am sut maent yn mynd i’r afael â phroblemau caffael ac i ddarparu enghreifftiau o arferion da i weithwyr proffesiynol yng Nghymru.
  • Creu cymuned ymarfer ar draws Cymru sy’n dod â rhanddeiliaid ynghyd i rannu arferion gorau ac i gydweithio ar ddatrysiadau arloesol i heriau cyffredin.
  • Cyflwyno ein gwaith yn Procurex Cymru.
