Driving Agile Adoption in Slovak ICT Procurement: A Posterity Global & OECD Partnership

Date: 2022-2023

Recognising the transformative potential of agile methodologies for ICT procurement, the Organisation for Economic Co-operation and Development (OECD), commissioned by the European Commission, partnered with Posterity Global. Leveraging our specialist expertise and practical experience in applying agile approaches within public sector procurement, the objective was to develop a comprehensive training guide and deliver practical knowledge-sharing sessions for the Public Procurement Office (PPO) of the Slovak Republic and its stakeholders.

Building upon the OECD's initial analysis of ICT procurement in Slovakia, Posterity Global was specifically tasked with creating a practical playbook and delivering training that would empower the PPO and its stakeholders to effectively implement agile practices. This included providing guidance on developing specifications for digital requirements suited to agile delivery, sharing procurement best practices (including market engagement strategies), managing agile contracts, and achieving best value for money in Digital, Data, and Technology (DDaT) procurements.

Over a 15-month period, the Posterity Global team collaborated closely with the OECD and Slovak Republic procurement teams, both in-country and remotely, to formulate this practical playbook and training guide, incorporating actionable tools and a pilot project framework.

Value & Impact

The development and delivery of the first Agile Procurement Playbook for the PPO of the Slovak Republic, spearheaded by Posterity Global, marked a significant step towards modernising their ICT procurement practices. This initiative equipped procurement teams with the knowledge and tools to adopt more agile ways of working, paving the way for greater efficiency, transparency, and responsiveness in their processes. By embracing this innovative approach, the PPO is now better positioned to achieve improved outcomes for all stakeholders.

Complementing the playbook, Posterity Global delivered targeted training to the OECD in-country team, members of the PPO, and the procurement and ICT teams at the Slovak University of Technology in Bratislava (the pilot project). This training focused on the practical application of agile methodologies within the context of sound public procurement procedures. Instruction covered the entire commercial lifecycle, from pre-procurement planning to contract award, addressing specific queries from Slovak officials on key procurement documents and processes.

To ensure sustainable capability development, Posterity Global provided comprehensive training materials, including adaptable templates, checklists, and practical guidelines for using agile in public procurement, supported by ongoing follow-up sessions. Our approach emphasised user-centric training design, practical and actionable tools, and the use of real-world case studies to facilitate effective learning and application.

The final deliverable, ‘Towards Agile ICT Procurement in the Slovak Republic’ was strategically designed to achieve several key outcomes: strengthening public procurement transparency, maximising social value for money, fostering a user-centred procurement culture, supporting the Slovak ICT-Digital economy, reducing bidding costs for suppliers, and facilitating innovative industry bids.
